Implementation of VIKOR Method for Selecting PKH Beneficiary Assistance

The Family Hope Program (PKH) is a conditional cash transfer initiative designed to support vulnerable households based on specific eligibility criteria. However, the selection process often encounters inaccuracy due to subjective and unstructured manual assessments. This study aims to develop a web-based Decision Support System using the Visekriterijumsko Kompromisno Rangiranje (VIKOR) method to objectively determine priority households for PKH assistance. Eight criteria were used: pregnancy status, children’s educational status, number of dependents, elderly members, income level, disability status, housing ownership, and possession of social assistance cards. A total of 50 households were evaluated using the VIKOR method through normalization, calculation of the S and R values, and computation of the Q index as the basis for ranking. The results indicate that VIKOR effectively identifies the most vulnerable households, reflected by lower Q values, producing more accurate and targeted beneficiary recommendations compared to manual selection. Black-box testing also confirmed that all system features functioned correctly. Overall, the proposed system provides a reliable and transparent tool for improving the accuracy, fairness, and accountability of PKH assistance distribution.
